Found a fix for LODs failing to unload
in your Skyrim.ini (located at "Documents\My Games\Skyrim") deleting these lines under [MapMenu]

uLockedObjectMapLOD=32
uLockedTerrainLOD=32

6 years of searching obscure forums finally found a fix. Me and another that were having such issues tested it for the last few days and haven't had the problem resurface after doing this. Would be nice to know if it doesn't work for everyone.

How was you uLockedObjectMapLOD set so high? The default value is 16 and recommended is 8.

It is recommended to keep uLockedTerrainLOD=32, or map loading time can slow down significantly.

The only effects i've experienced from this so far is the LODs unloading correctly. No negative side effects so far and i've been running it for like 3 days now.

I have neither of those lines in Skyrim.ini under my MO profile name nor under documents\my games\skyrim.

Idk what MO does to ini files but the my games folder is the default location and if my half asleep brain isn't lying to me then it should generate a new Skyrim.ini at that location if there isn't one on start up.

Those lines do not appear in Skyrim.ini files, generated by the game or Mod Organizer. If you have deleted those lines from the INI, then game uses those default values I mentioned above.

If the deleting those lines the ini causes the game to use uLockedTerrainLOD=32 as default then me deleting uLockedTerrainLOD=32 from the ini should have had no effect on my game, however doing so caused the LODs to correctly unload when directly before LODs would fail to unload at all.

uLockedObjectMapLOD =16 is the default value.
uLockedTerrainLOD=32 is the second default value.

Neither of those values should be visible in your INI-file, unless you have added them there, or something prompted your game to use a custom INI-file. I just regenerated my own files, just to make sure that default process doesn't add them there.

You might have other questionalble configurations. Did you ever tried to backup your current INI-files and let the game to generate new ones? I am curious to know why those lines would be there, especially with such high value.

EDIT: Fixed a typo. I used wrong line in reply.

step project says the default for uLockedTerainLOD is 32 which, if true, deleting the line would have no effect on my game, as i said before.

Sorry. I made a typo above. uLockedObjectMapLOD value default is 16.

uLockedTerrainLOD default is indeed 32 and removing that doesn't indeed make any difference. Just lowering the number in the INi-file would.

Which brings us back to the question why your uLockedObjectMapLOD was 32, if it's default is 16 and could there be any other similar "off the top" settings in your INI-file? This is what I have been after.

I use a custom map mod which is probably what changed the mapLOD setting tho i've been having said failure to unload issue since i ran vanilla on all but one computer I ran it on(which im assuming was a side effect of it being a wierd cobbled together mac port on a macbook air which, oddly enough, ran much better than i've ever seen skyrim run on any computer) as well as having it when i was testing my clean install base for this modlist.

Been searching for a fix for this issue for soma days with no results, and right when I'm thinking about uninstalling the game completely, reenstalling and then remodding my 300+ mods skyrim, I try to look for fix again and stumble into this simple edit that ACTUALLY FIXED THE PROBLEM! YOU ARE A GOD!

I have been looking for a solution for this problem for months thank you so much

Paper World Map mod can cause this problem too.

Been having this problem for about 8 months, this fixed it. Not even players in a support discord could tell me how to fix this issue.

It worked! It FREAKING WORKED!!!! I cannot tell you how long I spent troubleshooting this issue, only to have you come up with the solution. I had thought about checking the ini, but I am in no way familiar with coding or anything, so I would have had no idea what I was looking for. No idea why this thread didn't pop up sooner in my search, but I'm just glad to have found it. Thank you so much!
