Why can't i talk to anybody at the "Left hand mine"? (iron mine)
when i try to talk to somebody, it doesent show the marker, is this a bug? or do i just cant talk to them? they seemed to have a problem about the forsworn

From the sound of it, you're trying to start the Kolskeggr Mine quest (which begins at the Left Hand Mind, but takes place somewhere else). There are two specific individuals you have to talk to in order to start that quest, Skaggi Scar-Face or Pavo Attius. Either one works.
