Where is the steel and asphalt to start upgrading some important industries? That's a rhetorical question, so please don't tell me but it is getting frustrting. I have explored as far as I can around Tokyo and it's multitude of satellite cities but still no steel or asphalt in sight! I am repairing roads as far as I can almost as far down to Tokyo, using just gravel, rocks and concrete but the lack of steel is starting to spoil the enjoyment of the game a bit.
