found solution to failed to find steam and application error
All you have to do is to go to enviromental variables and scroll to system variables where it says path.. install steam on C:\Program Files\steam and add this with a ; after the last variable to PATH. press ok. go to steam and run the application as admin. and you are all done!

1. Install STEAM on C:\Program Files\steam
2. Copy the path
3.Go to My Computer
4.Right Click Properties
5. Go to advanced
6 Enviromental Variables
7. Go to system variables
8.scroll to PATH
9. Click to edit
10. Go to the end of the paths
11.add a ;
12. Paste the path you copied before
13. Click ok
14. Run steam as ADMIN
15. Enjoy JADE EMPIRE

That works to get to the configurator. Now the configurator just freezes....

I have the same issue (Windows 7 64bit). The solution that works for me is to run it in compatability mode for XP.

This worked for me without having to run as admin.

And in case this confuses anyone else, if Steam is installed somewhere different, like "C:\Program Files (x86)\Steam" then you can just paste that instead of having to install it somewhere else.

I have Windows 8 64 and it freezes at the configuration. I have no idea what to do.

Works for Windows 7 32 Bit. Didn't have to run Steam as Admin.

Win 8.1 user here and this fix worked for me. Toasted Sandvich Maker has the right of it though. There's no need to install another copy of Steam anywhere. My copy of Steam is installed at C:\Program Files (x86)\Steam and I just pasted that into the PATH area.

If (like me) you're not sure where 'My Computer' is these days right-click the start button, open system and then click advanced system settings in the sidebar.

I wouldn't bother trying to configure the game before you've actually hit play in the launcher for the first time. The configuration utility doesn't seem to work until you've attempted that first time run.
