Vista fix = go to Control Panel/System/Advanced system settings/tab: Advanced/Performance:Settings button/tab: Data Execution Prevention/ ...then Add/allow the Legend .exe file (example path = C:\Program Files\Steam\steamapps\common\Tomb Raider Legend\trl.exe)
I'd tried video settings, compatibility mode, run as Admin. DEP fix worked for me
After installed windows 8, it runs without any problem

Edit: DEP says: Your computer´s processor supports hardware-based DEP. Problem? How do I turn it off in BIOS?
Don't know if it will be a gaurenteed solution, but it was just trial and error tweeking the settings on my part.
It goes somthing like -> SETTINGS->COMPUTER->VIRUS AND SPYWARE PROGRAMS CHECK-> from there CLICK last link "OPEN BYPASS TARGET LIST" -> TARGETS-> check box "Do not check list" -> ADD -> "E:\SteamLibrary\SteamApps\common\Tomb Raider Legend"
Now it works for me..
EDIT: I did turn DEP back to default and game still works fine, so DEP was not issue.
