Mods?

For some reason my mods wont work or load properly i have had the game for a while but had to recently reboot my comp so i had to reinstall it but since then i have had problems the mods i put in mods folder dont load when i load the game and click on the modifications and click the mod it does not load that mod it loads the normal game instead (annoying). I have re moved and then added the mod several time now and nothing changes and also restarted pc and re-installed nexus as well and ran it all in admin mode. please help.
any suggestion would be great.

also when trying to launch game in dx8 says steam not found but in dx9 its ok but all still with the problem above. (normally all my games run in dx8.
