launcher failure

i download cliffs of dover no probs;
PC needs a formatt, reinstall games from my library onto my f drive ssd hardrive.
cliffs of dover can't launch/message comes up launch failure/
contact steam
reply instructs to do GDF install/direct X/DotNetFx40/VCRedist installations.
GDF fails/VC Redist fails.
one suggestion says remove appacahe from home file.
Nothing ,nothing nothing.
No game,reboot,nothing.

Some whacked out piece of malware, IT`s not official produced by outside parties who said he dosen`t even care what happens to it. Dont use dont trust those that want you to, Try to refund the game mate, WIn8 and Cod just dont work together safely
