Can I change the character and weapons in multiplayer game?

You can't change purposely the character. The Deathmatch skin (basic skin in single player) is not playable on multi, and you are given default skins, depending on the team you are joining online. Allies will have Russians default skins, and Axis will have default German skins. Both of it might be Generals, big guys, or just simple soldiers.

You can certainly choose your weapons in game, and switch to it anytime. When you enter a lobby and starting a game, you click on the arrow, top right of the screen, when you see the briefing screen. It'll bring you to a map. click again on the same arrow and you will be able to choose your rifle and your loadout (loadout availability depending on the server settings, if it is restricting weapons or not).

If you are in game, press ESC button to open the pause menu, and select Loadout from the menu. That'll bring you to the same screen. Note that the equipment selected this way will be given to you next time you respawn.
