Another Curser lag problem. Controller fix fails.

READ BEFORE LINKING ME TO THE 'FIX' - IT DOESN'T WORK.

Now that i have your attention, i have the whole can't move the curser when my mouse is fine problem. Going into controller set up and setting it up so there's no controller input doesn't fix it. Changing the graphics to low fixes the problem BUT the graphics are beyond low. They are kind of like the graphics crashes you used to get on old consoles from the 90's, thus unplayable.MY graphics card is enough to play HQ skyrim, so don't assume that my graphics card can't cut it please.

Also, a controller isn't an option, i don't have one, nor can i afford one. Any help would be appreciated.
