The Noob's Question: Alliances?

Games like this I geninuely adore, I truly enjoy alternate history and one of the most explored topics is obviously, WWII. That being said I don't intend to quit it any time soon and the tutorial was while enlightening somewhat... Unhelpful. So... Steam, how do you play this?

I ask mostly because while I have the basics down I can't seem to figure out alliances. I'm currently trying (and failing) to play as the Japanese Empire because I can't form alliances... With the only nation in Asia that was Japan's legitimate independent ally and not a puppet-state, the Kingdom of Siam.

Any help here?

wait till say a nation ( germany or uk or anyone) declares war on another nation say germany against austria and uk against germany or italy etc... if you want to ally with germany declare war on austria, britain, italy germany and so on, hope this helps
