Dont think system specs will have anything to do with this.
Please run a check of your local gamefiles, by doing the following:

i have exactly same problem, i tried checked integrity + compatibility mode -> without success
But Sudden Strike 2 runs perfectly.
Windows 10 Home x64
question is will there be a fix or tough luck?

Yes, I'm running Windows 10 Pro - 64bit Creators Edition OS Build 15063.296 Version 1703
Thank you for suggested help to date. The problem still exists for me and nothing suggested has fixed it. Added a comment to first post and corrected minor spelling error (doubled up the e in CoCreateInstance) which now corrected.
Does anyone on Windows 10 - 64 bit have this working ?
