Why does Steam not pull stuff like this from the store.

If its abandonware, everyone knows its not working, and the developer is no longer supporting it why do they keep in the store. So I bought this at the beginning of the month. It never worked. Tried to contact the developer which obviously isn't happening. I finally got around due to my schedule to putting in a refund request and have to hope Steam does the right thing. In my refund request I wasn't even able to use the notes diary field. Every time I tried to it went to the form of refund field. NICE
