Delete Local Content
If you have other games in Steam copy the SteamApps/common/ contents to another location (desktop for example so you dont have to re-download all the files later.
Uninstall Steam
Clean your Registry (CCleaner[www.piriform.com])
Re-install Steam
Install and Download only CXL 2011
Verify it works and report back. If it does work you can copy your steamapps/common folder back and Steam will re-discover the files.
Note: This was a quick solution, I will add more in a minute as I had this issue before. Also, my game takes roughly 60 seconds (without touching anything) for it to launch!
Also try installing the .NET Framework[www.microsoft.com] and then launch the game. Report your findings!
