Demolishing Russian Concrete

How do you change/destroy a building being used by secret police? When I try to demolish a police station being used for such it says I can't, it's made of Russian Concrete. When I try to choose a new Secret Police building it says I first have ti destry the current one. In order to do one I have to do the other first, and therefore can't do either. How do I fix this issue?

You can't. This is likely done by the designers to prevent bugs, like if the mission says your secret police have done something but that wouldn't be possible if you destroyed their building.
