Report a translation problem
What I do is build my city for the Tropicans on the island and leave a large beach area off to the side, away from my city (sometimes across the entire map), and eventually I will develop it into basically a resort town. All Tourist buidlings and hotels are in that little region, and since it's not in the heart of the city, Tourists don't affect my city much, traffic wise.
With that Tourist town, i have a few apartment buildings, Police Station, Clinic and Church, for the Tripicans who work in the Tourist Town.
As for My Main city. All Industry is RIGHT AT the docks, Distilleries, Canneries, Weapons Plant, Chemical Plant, etc, etc. are across the street from my 2 or 3 docks. After the industry is my Homes, entertainment, service buildings, etc. etc. THis is the hear of the city where most Tropicans live.
Now, Spiderwebbing out of my city are the roads to my farms and plantations, with service roads that skirt around the city, to the heart of the industrial district.
With this setup, raw goods skirt around the heavy traffic in the city, going directly to the factories with relative ease. And the factories are already AT the docks, so there is far less Output building up at the factories.
With the dock area dedicated to factories, there is less civilian traffic from homes to church, pub, hospital; whatever. I do have an occasional apartment in the industrial district, mainly for dock workers to live there. It causes a little traffic, but having the dock workes LIVE close to the docks is more inportant.
I'm not sure if this is the case, but I recall a couple of times playing sandbox mode, having similar problems of it seemed lots of my produced goods were not being picked up / exported (even though I had plenty of teamsters and garages and such), but after I built the extra dockyard to allow for another ship to come it, then things seemed to start flowing again better.
Is it a bug?
workaround - accumulate 300-400 cars and demolish car factory. teamsters will export goods from demolishing buildings in prior way, that allow complete objective.
