Is it possible to scare melee thugs?

I know that you can scare the ones with guns if you silently take out the rest of them one by one and once they discover the bodies their heart rate goes up to nervous then terrified. But can you do this with melee thugs too? If so, then how? Because I''ve tried but they don't seem to get as scared as the ones with guns.

Yes. I've been doing it as I run around beating them up ... but not sure how exactly. Some of them just run away.
