Bug with OpenAL

I can't load the game on Windows 7. After loading, the game requests downloading the installer for OpenAL (oalinst), when clicking yes nothing happens.

The game was installed via copying it into the SteamApps folder. Did a file check, redownloaded a ~50kB file. But nothing changed.

I guess this could probably fixed manually by installing OpenAL, but you really should have a look at it. Thanks in advance. (For further information please ask.)
