First off let me tell you why Addon's load. since they are connected to steam workshop, they must be checked to see if there are any updates, and a bunch of other stuff that wastes time if you don't want them updated.
There are two folders for addons, one called Addon (addons not made in workshop), and inside that a Workshop folder (files that are made in workshop and get checked to see if there are newer versions.
If you are fine with your addons not being updated to a newer version, you have 3 steps.
Step 1. Go to C:\Program Files (x86)\Steam\steamapps\common\Left 4 Dead 2\left4dead2\addons\workshop
Step 2. Move all those addons in vpk files up one folder, from workshop to addons.
Step 3. I think you need to also unsubscribe from all workshop addons. That way, you keep the addons in the addons folder from not haveing another version inside the workshop folder.
I do this for some of my bigger addons, and it cuts down on my loading time. I do keep some addons in workshop that i am expecting updates for though. Its up to you
