Remove the shortcut and then verify that there are NO launch options whatsoever by right clicking on the game in your steam library clicking properties clicking set launch options then highlighting all the text in the dialog and deleting it. Click ok and then remake your shortcut by right clicking on the game in your library and clicking make desktop shortcut.
Remove all files from
- ../steamapps/left 4 dead 2/left4dead2/addons
- ../steamapps/left 4 dead 2/left4dead2/cfg/sourcemod
- ../steamapps/left 4 dead 2/left4dead2/cfg/metamod
to ensure your copy isn't trying to run local versions of sourcemod or metamod. This will, however, disable any local mods that rely on metamod/sourcemod or remove mutators or certain dlc until you redownload it.Delete and reinstall left 4 dead 2 and all downloaded content.
If you continue to have issues after reinstalling I would recommend contacting steam support. I can think of no reason the -insecure flag would carry over after a reinstall. This is all the advice I can offer, good luck.
