I've played some good survival games. Usually on community maps. I tend to find some legit people to play with, but every so often there is a troll or a jerk who thinks he's the king of the internet. I would suggest finding some cool people and just send some friend requests.
That said, there are plenty of good players out there, but like other game modes they tend to shy away from public games simply because of the skill gap and lack of knowledge many pubs posess. There are a few groups that serve as survival communities, but they haven't been particularly active of late, and seeing that you're from Europe I have seen very little activity on the European side of these groups (although I don't pay particularly close attention given I live on the opposite side of the world to Europe).
