How come some players dont get banned for spamming invites?

this guy spammed more than 20 invites to me. one of the groups is this one here...

I was on a game server with he and his buddies and they just spammed me. I told him that i reported him for spamming invites, then he said that he and his buddies reported me for who knows WHAT reason.

how come valve doesnt ban people like this?

L4d2 is the most hostile community i've ever played on.

Invites to what? The game you're already in?
If you're playing on a server with morons, find a different server.

What's so appealing about group servers anyway, all I hear is complaints about people acting like pricks, servers that are way overmodded to be fun, and childish admins.

Hey dumbass, guess what.. blocking ends all communication.
including invites.

Also, they didn't say JUST group invites, just invites, and gave a group. So game invites could still be a possibility.
