Is this considered as cheating?

Alright, in Versus mode, as Infected we had only 1 tank, whereas when the opposite team was playing as Infected, they had 3 tanks. Furthermore, they seemed to have unlimited med kits since they were full on heath even though 2 players were incapacitated at the beginning. Important to mention it was locally hosted by one of the opposite player.

Not cheating. Rather admin abuse. The admin / host used console commands to give themselves the advantage.

Not really sure, more so if they own the server.
You're just gonna have to deal with people who are too deep in denial to admit that they're losers.

No, it can't be reported. They own the server so they could do as they please with it.
If it were official dedicated, then that's a different story.

I think it wouldnt hurt if you report them, but i guess Valve only cares about if dubious stuff goes on official servers.
