Those are mostly model, material and particle edits, not "hacks". They won't trigger VAC, but they do give you a slight edge. However, anyone who so wishes can use those.

DL'ed it, looked through it, no need to worry-- lots of the files it changes (I won't say which ones since I doubt the people responsible are clever enough to find them on their own if they've included them already) are blacklisted by the sv_pure function, meaning that anybody who uses the pack will be autokicked from 99% of servers without any need for VAC. So, I guess you could "hack" singleplayer, but who cares about what you do there?

Also it contains lots of other people's mods (in particular the new weapon models . . .), so you've legitimate grounds to report it if you want.

I'm sick of admins
it's called rent a server for £1.99 a month, be an admin, log in to console and cheat with no fear of vac bann eather, free hacks that's leagle. in most games you can only set up c_vars and configger server I dont know why thay allowd them to acsess to what ever thay like to cheat with.

If you ask me, either:
1) Take down the ENTIRE workshop.
2) Leave it as is. Anyone can download mods. It's not like 1 person has a unfair advantage.
