sv_cheats one bug

hi! i have been having a problem with my dedicated server with steamcmd whenever i host it and a friend joins he gets connection lost a quarter to full loading bar also when i type sv_cheats 1 on the server console and when i enter the game and try a cheat it was like i never enabled it please help!
