Any way to boost framerate more?

Here are the conditions I have the game running at currently:
Film Grain amount: Roughly 3/10
Anti aliasing mode: None
Filtering mode: Bilinear
Wait for vertical sync: No
Graphic detail: low
Shader detail: low
Model texture detail: low
Multicore rendering: enabled
Gore level: Low

Steam overlay disabled in-game.

Now here are the launch options I have set the game to: -lv +r_waterforceexpensive 0 r_waterforcereflectentities 0 +r_shadowrendertotexture 0

I have determined the source of my framerate dropping is due to lack of PC performance, not lack of internet connection because I still drop frames at certain points during the bridge even when offline. Are they any more options in any of the menus that would boost FR, or any more launch options I could be exploiting to get a boost in framerate? I have tried -dxlevel 81 but that just causes the game to run glitchier. Please help, your advice is appreciated.

Lowering the resolution is a great way to increase performance

Put film grain down to 0. Other then that not really unless you upgrade your pc with better hardware.

My resolution is currently 640 x 480. Is that the lowest setting or does it work in reverse order of the lowest number? I ask because it seems that setting the resolution to a higher number on my computer seems to give me smaller print, program size, etc. etc. Also, Film aspect ratio: Normal (4:3)

my FR at 16:9 is terrible and i tried 16:10 (out of stupid curiosity) and it runs better than 640x480, it's wierd but try it out.

May you post your specs that way people can help you better. But it is best to run your games and windows at your monitors native resolution.

How may I find out my specs? I think I have been told this but I will definitely do it quick and find out so I can tell you this time.

For windows 7: Start>All programs> Accessories> system tools> system information.

Actually it did not, it made the game slower actually. I am going to try to play some games as I have a very short window of time to do so now, but I will get back to work on this in the morning.

As default the game runs in the higher directx version supported by your system (and the game itself) but you can add to the launch options "-dxlevel XX" . It may cause glitches but really speeds things up.
Examples:
-dxlevel 80
-dxlevel 81
-dxlevel 90
-dxlevel 95
-dxlevel 98

I just tried to follow those instructions, but unforuntately I have a Windows XP Media Center Edition 2005, I do not have the same options in my acessories and I am not sure where to locate system tools.

You can try Gamebooster. It's free. It tends to help lower end computers.

Turn film grain off.

Also, put it in windowed mode. set a launch optin and just type in -windowed. that helps me run alot of higher-end games (dayz, payday 2, esc)
