Good luck.
I for example bought Orange box in Finland, still live in Finland, upon registering the CD-key to steam, on succesfully registering it tells me "(DE) Orange box"...
Checked the box for any tags, couldn't find them, retailer didn't know a damn thing about it being german version...
Most annoying was that only after the succesful registeration, this was brought up to me...
So far I haven't had any success having that fixed. It's damn disturbing to watch encouragement of cannibalism, humans are ghosts who bleed oil, etc.
It's like encouragement to violent acts in my opinion.
My other games on steam have full gore if there is in the game. Hilarious!
This might not help much, but if you can't or won't use Left4Gore (in case of Frost Spectre, it's probably the whole collection that is "Low Violence", anyway), you can always try Steam support - I have heard (not know, mind you), that in some special cases, they actually do help to revert/upgrade to the correct version. Again, in case of Frost Spectre, that was plain false advertising, so you specifically may have a shot with this.
In OP's case, well - You don't loose anything by trying, the worst that can happen is they say "No way". Yet again, I have heard that some people allegedly got their versions reverted because they moved to a different country.
I'm unable at this time to give sources, though.
