Ok, I don't know what it really does but i've heard it fixes static sounds.

You type that into the console in game.
You can access the console by hitting the tilde key the key right below the esc key.
If it don't work hitting the tilde key go into the game options and check enable dev console.
Or you can right click on l4d2 in your library and chose properties and look for a button called launch options and type in there -console. Also you can add -novid to get rid of the start up videos.
It does work and takes awhile to complete it may look like it is frozen but let it run as it is still working it will take a while. After its done restart the game.

I asked what does it do not a how to enable dev console and others. I'm talking about what does it do like a demonstration.

Bring up the console and type exit.

Ok, I couldn't open the console. I had to open task manager to close the program.

If you're getting static sounds it means either your sound files are corrupted or a mod you're using is not formatted properly. snd_rebuildaudiocache will help in the latter case, but as stated it will take some time. It's best to mute the sound/take headphones off and read a magazine or something while it runs its course.
That is, if you don't want to learn how to make proper sounds.

For the former issue, try verifying your game cache.
You have to wait until it says %99 complete, then type exit in the console, on slower machines it can take 10-20mins though or more

Ok I verified the cache and they were 2 files. Ok I think that's problem i'm gonna test the game now.
Ok, that fixed some static sounds but there is still some static sounds when I'm in adrenaline mode and firing with a auto shotgun. They don't really bother me very much.

Ok I verify the cache again 1 file failed to validate. I'm gonna verify cache again.
Ok the the shot makes static sound again. >.<
remember to restart steam aswell after using the verify cachce etc just to rule that out as an issue, also in your windows desktop sound manager (if it is realtek HD audio manager or such for example ) try disabling anything like DTS or digital output devices also in the windows audio device manager and change the default audio format to say 24Bits 44100Hz see if any of that helps
Do you have any mods installed? If you do, unsubscribe or move them out of the ADDONS folder. Delete your addonlist.txt file and start L4D2. It could be one of these is causing your problem.

Wait, If i delete addonslist.txt will the game will be messed up?

No it will only fix a bug in workshop that makes the workshop / game keep looking for an addon.

Themasterblaster is correct, a few addons / mods / workshop items whatever u wish to call them do cause audio issues even after using rebuild cvar, i ahve gotten to the stage i test them one by one before i am satisfied with addons.
