So if their main account gets banned, they can simply continue to do as they do on their next account.
I know when L4D2 was made free, a lof of people made alternate accounts.
I don't much see the point of it, perhaps someone can explain it to me.. I assume it's to troll/test hacks? I don't really know...
But basically, if someone is banned from one account, it doesn't necessarily mean they will have their other account banned.
At least, I don't think so.. I may be wrong.
So if they want to continue getting banned and purchasing L4D2 for $20 then they can have fun with that....
But I see the frustration.
Just that anyone who would be banned etc has to buy the game again.
I'm not sure what the rules state in regards to this, I'll see if I can find anything.
I don't like people who cheat, nobody does.
Perhaps if there isn't anything in the rules, an amendment should be made.
I would report the cheater, until I knew they were VAC banned. VAC bans are not instantaneous, and may be days or weeks after the report.
Let me remind you, that VAC bans are indeed only relevant to VAC-secured servers.
So if you are playing in a server without VAC, that person will be able to join and will be able to cheat.
VAC bans are NEVER lifted under any circumstances. This person may continue to play single player/servers which aren't VAC-secured. They also can not transfer CD keys from one account to another, so as I said, they will have to continue to purchase the game multiple times.
If they're that stupid, then all power to them.
You could also use the 'block all communication' function to stop them joining your games and vice-versa.

Apparently they will ban a player for cheating, but will allow him to continue to play if he pays them some money. XD
I to have this account and my old one which has a VAC from Source games (CS/TF2 etc not including l4d) so my opinion could be biased about the issue. Interestingly enough, like sourcebans I am able to occasionally by-pass this ban and get onto a secured CSS server with my old account when the Steam servers are busy. Reporting a player for cheating elevates noise but doesn't actually effect how soon / if they will get banned as that is all automated.
Like Dharok said, if you don't like the person for whatever reason use the block feature. Thats pretty much all the user can do.
