Many people have created multiple accounts - I assume some do it for this very reason you are mentioning.
So if their main account gets banned, they can simply continue to do as they do on their next account.
I know when L4D2 was made free, a lof of people made alternate accounts.
I don't much see the point of it, perhaps someone can explain it to me.. I assume it's to troll/test hacks? I don't really know...
But basically, if someone is banned from one account, it doesn't necessarily mean they will have their other account banned.
At least, I don't think so.. I may be wrong.

Where are Steams rules and guidelines regarding cheating the Steam system like this? And what is the point of banning an account for cheating if that person will create another account connect the two and continue on as if nothing ever happened? Why ban at all at this point??

Well I assume you need to buy the games again...
So if they want to continue getting banned and purchasing L4D2 for $20 then they can have fun with that....
But I see the frustration.

No, I'm not banned. I found another here on Steam who is doing this exact thing. On their profile is a link to their banned account. Where are Steams rules and guidelines regarding cheating the Steam system like this found on Steam?
When I said 'you' I wasn't referring to YOU per se.
Just that anyone who would be banned etc has to buy the game again.
I'm not sure what the rules state in regards to this, I'll see if I can find anything.

If someone can get a 2-day ban from Steam Discussions for posting something Steam Moderators consider "Pointless" then wouldn't it be fair to say. Creating a second account on Steam after being VAC Banned for cheating would be a more serious offense than being banned for posting a so-called pointless topic in Discussions. I mean REALLY. Look at the two and tell me if something isn't wrong with that picture.

VAC Banned for cheating, then creates a second Steam account and links the two. Second aaccount still up and running. No consequences.

Of the two which one is the more serious offense? Not rocket science...
I completely agree.
I don't like people who cheat, nobody does.
Perhaps if there isn't anything in the rules, an amendment should be made.

I have 2 vac bans and 2 alt accounts with no bans, are you going to perma lock all 3 accounts?

What would I do in regards to what? The rules? Or the person cheating?

I would report the cheater, until I knew they were VAC banned. VAC bans are not instantaneous, and may be days or weeks after the report.
Let me remind you, that VAC bans are indeed only relevant to VAC-secured servers.
So if you are playing in a server without VAC, that person will be able to join and will be able to cheat.
VAC bans are NEVER lifted under any circumstances. This person may continue to play single player/servers which aren't VAC-secured. They also can not transfer CD keys from one account to another, so as I said, they will have to continue to purchase the game multiple times.
If they're that stupid, then all power to them.

You could also use the 'block all communication' function to stop them joining your games and vice-versa.

Apparently they will ban a player for cheating, but will allow him to continue to play if he pays them some money. XD

Nah its related. But since the july 4th (i assume) update, steam L4D2 servers can't run -insecure anymore. But from a corporate perspective it works for them, players can come back if they buy another copy of the game. Although I agree that with all the people that are hoarding free accounts now this method became fairly useless. Hardware bans have become redundant this decade.

I to have this account and my old one which has a VAC from Source games (CS/TF2 etc not including l4d) so my opinion could be biased about the issue. Interestingly enough, like sourcebans I am able to occasionally by-pass this ban and get onto a secured CSS server with my old account when the Steam servers are busy. Reporting a player for cheating elevates noise but doesn't actually effect how soon / if they will get banned as that is all automated.
Like Dharok said, if you don't like the person for whatever reason use the block feature. Thats pretty much all the user can do.
