GAME NOT LOADING glitch?

Ok i'm trying to play singleplayer but I can't load ANY MAPS because when I try to load up the map it loads for about 10-20 secs then kicks me back to the main menu saying "Connection Failed After 10 Retries" what does it keep saying this??

Are you sure you're trying to play single player, and not campaign?

Yes It's single player and NOT campaign I'm clicking single player not campaign

Weird, there shouldn't be any connection to be made if it's just single player.
Try verifying your game cache and disable any add-ons you may have.

I tryed verifying my game but it keeps on getting stuck at 99% I have been waiting for about an hour now and it's just sitting there I restarted it 4 times and it still gets stuck at 99% also I disabled all of my addons and it still says it

Nope I restarted steam and I restarted my Laptop and got rid of every mod I have but it still keeps on saying Connection Failed After 10 Retries I never Had it say this before I just googled what Connection Failed After 10 Retries "it means that I have no Internet connection what so ever" but I do have Internet connection also it's really weird I'm trying to play OFFLINE and it still says this
