How not? Let me think of a few reasons.
1) At normal size it would be far too small to hit accurately.
2) At human size, most of any rabbit model's features would be quite distorted.
3) Rabbits are not a very good fit for humanoid skeletons.
4) Nobody with the skill has wanted to, or been able to make it work to their satisfaction.

Someone went through the trouble of turning all common infected into gnomes. It doesn't work well, but it's funny!!
Someone else made a cat that shoots hearts that you pet to reload!

Somehow I don't think your reasons Jibbs are as realistic as they usual would be. XD
