I Get where you're coming from, but the reason they can't give the game to people who used codes, is because all those codes were redeemed for use with a Disney Infinity Account which the servers that hold all those accounts with the code redemptions, are going to be shutting down soon, so they can't/won't give the game to people who didn't purchase the DLC on steam (Steam Servers aren't shutting down so they have proof that the users who purchased the DLC on steam have actually purchased content for there game on steam and they can give them the Gold Edition). All in all it's sad to say, but if you ever want to play the game on PC again you will have to shell $30 and you will get every character and playset for 3.0 back, you won't get the 2.0 playsets or 1.0 playsets but you will have all the 1.0 and 2.0 characters and all 3.0 Playsets and characters.
You don't know what are you talking about. I contacted Disney Support prior to the shutdown (sounds like Mike did too), and Disney Support specifically said all the redeemed web codes will be transferred to Steam servers after the shutdown. I checked this with multiple Disney support reps and even the day before the shutdown. You can see from multiple press releases that Steam version of 3.0 was to continue since it is hosted by Valve.
I would speculate here that Valve changed their mind about the transferring the web codes and decided to charge instead for Gold editions. It is unfortunate the communication about the shutdown and which version is continuing was mishandled so badly. am a big fan of the franchise but this leaves a bad taste.
Valve lets publishers generate unlimited amount of free codes they can give out any way they want.
It's Disney's decission if they give those to players or not and how to do it. (Valve doesn't have access to game's servers to check stuff). But Valve can give access to those who bough directly from Steam easily.

Your argument is flawed. Any mention of Gold edition occurred only on the day of the shutdown, when it was already too late to make a $5 in-app purchase to ensure a copy of the gold edition. This would have been a no-brainer if they had announced it ahead of time.
Those of us who are crying foul isn't because we don't get the gold edition, but that the free edition was pulled completely out after being told otherwise prior to shutdown. I would have been ok even if limited to my redeemed webcodes.

This is in contrast to the revised message after Sept 30.
"As of September 30, 2016, Disney Infinity 3.0 will remain playable but will temporarily be unavailable for new downloads. DLC purchases from the Steam storefront and in-game will also be unavailable."
If you have bought 2.0, you would see in your library that both 2.0 and 2.0 Gold Edition shows up. Gold Edition is a separate release so it was unexpected that Steam will remove the regular version altogether.
Is there actually anyone who has a "free" version at this point? Or has everyone had to pay so far?
I bought retail because i collected the minis, i've never even played the Ps4..
