How to Delete Save File
I was hoping to delete my save data to return the game to a state as if I had just bought it. I could not find a reset progress option in game, so I was wondering if there is another way to do this. I went into the game's folders and deleted what appeared to be the save files, but the game launched normally, and the files reappeared in the folder.

Just realized this was because of cloud saves. Is there any way to do a full reset of Steam's cloud save data? I know you could just disable cloud backup but then you lose the ability to share progress across systems. I still want the game to function normally I just want a full reset.

Any suggestions?

Try this:

Before we begin, make sure you have correctly identified the save location!

1. Leave steam cloud sync on.
2. Start the game.
!!. Make a backup copy of save folder.
3. Delete everything from the save folder.
4. Immediately close the game.
!!. At this point, save data on steam cloud sync will also be deleted.
5. Restart the game after steam is done syncing.

To restore a backup, in step 3 you'd copy from the backup back into the save location instead.
In general, you can do other save file manipulation as well. For instance, I sometimes rename the solution files, or occasionally do housekeeping of the "deleted" folder.

By the way, I’m new to coding. Is this game based off a real life coding language?
