If it still doesn't work with an unmodded client, does it work on the official servers?
#1. C:\Program Files (x86)\Steam\steamapps\common\Natural Selection 2\builds in that folder there should be a zips of what im assuming to be the patches. Try unzipping the most recent build into the actual Natural Selection 2 folder then try running the game if you have to verify. Do that.
#2. You can actually try and delete all the zips (Build zips) in that folder and the natural selection 2 folder. Verify after see what happens.
#3. Make sure your natural selection 2 folder is not set to read only then try a to verify. ( Fun fact my folder was set to read only by default so this is worth a shot)
#4. You can also try uninstalling the game again then completely deleting the Natural selection 2 folder from your appdata folder (or anything else related to ns2 anywhere) then try a fresh install.
If #1 - 4 don't work try the Unknown worlds forums sorry man this is all I got and it's pure speculation. Of course this is assuming you are not trying to join a modded server or have mods currently running. I'm assuming you are not. Good Luck.

- %appdata%/natural selection 2/ ( IF you can't find this one it's because it is a private folder. Quickest way to find it is to press your windows key + r then type in %appdata%. IF the windows + r does not work manually open Run and then type it in afterwards.
- C:\Program Files (x86)\Steam\steamapps\common\Natural Selection 2
Both these folders still exist after you uninstall the game. So using your prefered method of uninstall (i.e. Steam / Program files uninstall) uninstall the game again.
NOTE:
You don't really even need to use either to uninstall you can just delete the folders but be sure you do not have steam running when you do so. After you delete both of those folders reinstall the game. I have posted other possible fixes in the discussion I linked you if you want to try those though.
But, as I said though easiest possible way is to just completely reinstall the game assuming you have a decent internet connection. Again sorry for the late response and I hope this fixes your problem. Surprised this problem still exist as from what I've read this has been happening a few builds ago.
You may also want to double check that you are not opted for the Natural Selection 2 beta.
Right click on NS2 in the steam library - click properties - click BETAS tab - make sure you are not opted for betas.
