Weapons being dropped "out of range"?

When i played the commander once, i tried to drop weapons for some people but it kept saying "out of range", no matter where i dropped them. Whats "within range"?

Weapons can only be dropped near powered Armories, Advanced Armories (if Grenade Launcher or Flamethrower), and Prototype Lab (if Jetpack)
