The population has trouble growing because people can easily get "stomped" by vets, and it's hard to learn. The game lives off of people who have passion for the game. Though it is worth it to stick around and become a vetren yourself, because that's when the games get good. :D
But I use to play the original NS1 mod for half life back in the day, so my opinion of the game is a little biased because I loved NS1
If you think this game is hard to learn you should try NS1, it's even harder
Long story short, it's a small community because some people just can't get to grips with it
The only two FPS I can recall in the passed that have seen any type of significant growth after being released for a good time are CS:GO and TF2. They were generally doing fine but then saw a substantial increase when they released all the custom skins/marketplace items/drpos for the marketplace (and of course being F2P).
So I'd say, unless this game goes F2P, then not a chance on Earth it ever sees substantial growth. And being the game was in a the Humble Jumbo Bundle as part of the $1 tier, I'd say that even if it went F2P the population may not grow that much.
I wouldn't touch this one unless you have a bunch of friends playing already.
NS2 is still great but vets need to know not to go Rookie servers becuase vets know this game has the steep learning curve and the vets on green servers are toxic for stomping on rookies plus this game is sadly dying but players are still on which some of them bad each time i go on a server and go to a team that is losing..
This game is sadly dying slowly and... I cant play it any more becuase all the servers i try to join its up to like 25/25 players...... I wish to play it if it becuases good with them updates i mean they need to make good updates just to atract players back to this game.....
That being said, I do enjoy this game immensively, and atleast in Europe there's plenty of servers to choose from. And there's plenty enough players to fill them too, to the point where I kinda have to wait a bit to get to the server I want to play in.
About attidute towards new players? Can't really say I've had a bad experience. Players do seem to be quite willing to answer questions and help.
