Yeah, Ubi never got around to updating the unlock time after announcing the delay, so as far as Steam is concerned the game is supposed to be playable and Ubi just needs to flip the switch.

usually they add games to steam for pre order .. like every other big game.
in the store it even says pre order.

It's been officially pushed back to "Early 2017" a while ago, but Ubisoft forgot to change the release date on Steam. It's not out yet.

The onus is on publishers to keep their store page information current as unlike PSN/XBL/etc. they've the tools to do this and don't need to first relay the info to Valve. Valve probably wouldn't have any time to do anything if it had to oversee the minutia of the several thousand apps available on the store. ;)
