I wouldn't know personally, but I do know that if you have the Steam version you can buy the DLC through in-game. Of course, the DLC would not come from Steam.
Steam doesn't reconise the game as a steam product, even if you try to add the serial number into steam it'll come back as an unreconised format also the steam page for anno 2070 will keep telling you that you need to buy the base game.
The money you save by buying the non steam versions of the game leave you with enough money to pay the silly prices in game, you can easily pick up the game and expansion for about £20/$30 from other retailers online.
Don't mix and match. In most cases, it won't work. If you buy the base game from another service, get all the DLC at the same time. Nothing wrong with that. We all shop around. I got all my Far Cry 3 stuff from Amazon during their crazy Holiday Sale.
Trying to mix games from one source with DLC from a different source just leads to headaches and hassles.
