Not exactly true. You can't earn it legitimately, but the files are still in place on the PC version and can be unlocked by modifying some game files.
You can also get the Zealot suit this way, and unlock the Arctic and Soldier suits and hand cannon without beating the required modes.
There's a couple different methods, and it's been a couple years since I did it so I can't remember exactly which one I used, so I'll just provide a few links and hopefully you guys can figure it out from there:
Unlocked conduit rooms in DS2 PC version? Hell Yeah!!! - This unlocks the conduit rooms and schematic for Hacker suit.
Your rewards for Zealot and Hard Core are HERE I can't remember if the above method gives you these rewards as well, if not check this link.
Lastly, you can use this guy's save file method which already has everything unlocked for you. Down side is you'll start in the middle of the game with a billion credits. But it's probably the technically "easiest way. Download link provided in the video description:

Also of note, it's possible you may have to have a completed save file for some of these to work (ie beaten the game once already). I can't remember for sure.

this is the same exact thing they did with the Tank Suit from the original "Dead Space". It's included in the console version, while it's nowhere to be found in the PC version.
