Partial controller support?

What does that even mean? I've got an Xbox controller for my PC, and while I normally don't use it on FPS games, I do occasionally. I'm still buying this on sale, but I'm just curious what it means by "partial" support rather than full. It seems like it would either support a controller or not, no partial.

its a safe statement it means it has it but sometimes the mouse and keyboard takes over..its stupid. dont mind it for this game.

Since this thread ranks high on google search seems like a nice place to enlighten those not so intimate with Steam (like me):

If you're using big picture mode disable the mapping of it as keyboard and mouse: "Manage Game" -> "Controller Options", the game will then "see" the controller

What I did was went to controller options and forced it to on. If that helps anyone.
