Report a translation problem
I sent a help request ticket to Steam but have not heard from their support team yet.
I apologize for your issues with downloading from Steam. Here are some common solutions to this problem others have recommended - you may have tried some of these options, but I figured it best to mention them. If this doesn't allow downloading I would uninstall it as well, I understand completely.
I've completely uninstalled and reinstalled the game without issue from my end - it should only take a couple seconds to download on a regular connection, it's very small. I take it you have tried this as well, as you described, with no result. If not, I'd recommend uninstalling completely and then reinstalling as a first step.
If that doesn't help:
1. Clear the Steam download cache: Steam->Settings->Downloads->Clear Download Cache
if that doesn't help:
2. Right-Click to the Windows Start button and click Run (or left-click and select the Run command icon if you’re running Windows 7 or earlier). Write steam://flushconfig in the run textbox (see screenshot below) and hit OK to clear the steam download configuration.

3. If clearing the Download Cache doesn’t work, you can try to change the Download Region: go to Steam > Settings, then choose the Downloads menu and change the Download Region with one of your choice: there’s a good chance that this will fix the issue. In case it does, you can revert to your original region shortly after.
Other options are complicated, involving drivers etc., but if you're able to update other games then it is something specific with this Steam build depot, and probably not with your system.
If anyone else is having this issue, please let me know, so far I've only the one report.
