Same thing is happening here. The stuttering seems random, though. It doesn't always happen when enemies die (but often does).

i7-4770
16 GB RAM

FPS is smooth in some areas but stutters at others. Is there a way to limit FPS??

Same issue here on an i7-6700k and GTX 1080, 4k very high with 70% resolution scale. Everything else is perfectly smooth.


Edit: I've experimented with settings, resolution, resolution scale, and vsync on / off. Nothing fixes the stutter. Even if the effect is deliberate it needs to be made optional because the effect on game feel is just horrendous and you're going to keep dealing with people thinking that it's a technical problem.

Yes it is normal, it is an intentional feature found in character action games. Its intention is to increase the feeling of wait when you kill an enemy, and feed into the slo-mo moments as well.
