Go to x:\Users\YOURNAME\Documents\My Games\Dead Rising 2 Off The Record and look for a file named rendersettings.ini.

Once you've opened rendersettings.ini up, look for a line called
UseMultiCore = true and change it to
UseMultiCore = false

This will fix the infinite loading screen at that particular part of the game. However, setting that command-line to false WILL lead to absymal performance throughout. You may change the command-line back to true as soon as you get past the Case in the game and save your progress.

as i said, when i look in my docutments, the dead rising folder only contains save data. i might just be a special kind of stupid but i dont see a render setting anywhere, just save .dof's and whatnot
Sorry, haven't read the final part of the post.

In that case, try forcing the game to run under only one core through the Task Manager.

Run the game, alt tab out and run Task Manager. Find the game (deadrising2otr.exe) under Details (Windows 10) or Processes (depending on your OS) and right click onto it. Select Set Affinity, and untick everything except Core 0.

No idea if this works, but it might. If it does work, simply restart the game to have all the cores working again. Or just tick the cores back on again.

I know this is an old thread but can confirm this fixed the issue I had with the infinite "downloading DLC data" loading screen!

So thank you 5 year old posts.

Thanks it worked for me, but unplayable after doing this I have to reactivate it or the sound will fade. It's disgusting to leave a game in this state.
The most easy way to get past it is to just go offline for a bit when launching the game making a save then done
Just go to game settings and make sure you play on 60HZ and vsync on.
For some reason not having this can cause 7-2 infinite loading screen.
Would've been best if game didn't let you change these settings since it doesn't work properly without them. :winter2019tiredsnowman:
