Can you create a custom character for single-player?

With the recent announcement of Windows Live for Games shutting down, my enthusiasm for purchasing this game has dwindled. I wanted to purchase this game from the beginning due to the feature of creating your own character, but now with Windows Live shutting down, I'm becoming doubtful. However, if you could play a custom character through offline mode without use of the Windows Live online, I'll consider buying it. Any thoughts? Thanks in advance!

I'm pretty sure you can, though you can only change your character visually after you beat the campaign once.(cutom weapons/perks can be custom first run through)
