Terribly Choppy Scrolling Normal?

Hey all, I just downloaded the demo since I've heard so much about this game, and I'm experiencing TERRIBLE choppiness when the game camera moves left, right up or down. It's worse when I use a gamepad.

My system specs far exceed what this game requires (drivers up-to-date) so I am clueless here. Is it a vsync issue (I am running this from PC to TV) or is this just normal for this game?

To reiterate, when I move my character across the map, the game keeps the character centered on the screen--when the screen needs to move left or right, for example (because I am moving my character left or right) the screen does not pan smoothly. It stutters and is very choppy like it is skipping frames.

This is super irritating and a definite "no-buy" signal for me. I know this game was plagued by bugs, is this just the "norm" for this game?

Depends on who you ask. I have the same issue, but it's because the game is pretty much not optimized at all since Paradox would rather release more pointless DLC then fix the problems the game has.
