Given that this game goes on sale seemingly all the time, I wouldn't say it'd be "rolling the dice" to wait for the winter sale (currently slated to begin Dec 20) to see if they choose to update those bundles. The Winter sale typically has the broadest selection of games with the deepest discounts of any Steam sale that takes place over a given year. Paradox of course wants to pull out as much profit as possible from their newest DLC's, but D&D is already 75% off and GL is almost as old (and GMG had it for 75% off shortly after it's release, but that was probably a mistake) so I'd say the odds are pretty good they will be added to the Collection in a couple of weeks, after the current sale ends but in time for the next one.
I'm a bit OCD about having the "complete" versions of games so I am also waiting for this DLC to be added before I pull the trigger, but I am fortunate to have enough of a backlog to wait them out until they get around to doing that.
I prefer to have all content of a game, too (for the best price in the most cases). Usually even waiting for a game of the year or ultimate edition, but it doesn't seem like they finished adding DLCs. Because of that I wanted to have at least all that are released up till now. Since it is not unlikely that they include the last two in the next sale in a few weeks, I easily will wait that amount of time.
