nonono, he did not work there. it is clearly said somewhere that he was just a suplier for mesa. it is said that research was being conducted on xen, yeah? so material was brought back from there too, for portal research. and the g man came to the administrator with the 'purest specimen' mesa had ever found and so the events of HL1 take place. G man's contacts gave him the specimen.
