New Computer, DLC now Missing

I used to play this game a lot on my old computer. I had the complete pack and played all the races. I stopped playing for a while and got a new computer. On my new computer I got 2 new DLC's(parasites, outcasts). I noticed then on my new computer that I didn't have the older DLC's that came with the complete pack(swarm,order,etc.). Whenever I play on my new computer I have the option to buy the races I already had/have. However when I play on my old computer all the DlC's I had/have are there. Any Ideas?

Things I have tried. Viewing integrity of game cache, reinstalling, entering in the product key(in game when prompted). Right-click(game) "view DLC" did nothing and scrolling down the race selection screen did nothing either.

I have this issue as well, I bought the outcasts a long time ago and now that I have re-installed on a different computer, they are gone.
