Local multiplayer with 64bit?

I keep hearing about a local multiplayer where you have two mice, but it only works on 32bit.
Why doesn't it work on 64bit, and would it be possible to mod it to work on 64bit?

I have Three wireless mice and a wired, I know the COMPUTER can support multiple mice. The issue is the GAME not supporting multiple mice. Each mouse is a different pointer in multiplayer.
