Serious Sam HD: The Second Encounter

Please help!
When I`m trying to play the game , the installing continues untill 1% and Steam says : "you must install Steam service".When I click "Install" steam says that I must restart Steam and it reapets again and again!

Do cache Verification of game. If not work Try updating Steam. If not work re-install steam.back up games folder with all download assets so you dont have to re-install fully all games again.
