Missing Files - Localization

I played Portal some years ago. Today I convinced a friend of mine to buy the Portal + Portal 2 game pack. He claimed that subtitles weren't showing up. To my surprise, it isn't showing up to me either. The subtitle option IS turned on. We both verified cache integrity. Problem still occurs. 'resource' folders are empty. :( We tried changing languages from the options, that didn't help too (our default language is Portuguese). Any ideas?

Looks like it is some issue with the Brazilian Portuguese localization. As far as I can tell, Portal never received localization for Brazilian Portuguese, only for Portuguese (from Portugal). The game is trying to invoke a localization that doesn't exist.

Alright, if anyone have an answer I would be grateful. What I'm trying to do is change the language thru launch options. I tried -language portuguese and -cl_language portuguese. No success. I could change Steam's language to Portuguese every time I played Portal but I'd rather not because that makes other games try and download 400mb+ of localization.
